The City of Columbia City will hold a Public Hearing on April 18, 2013, beginning at 6:30 p.m., at the Columbia City YMCA located at 950 East Van Buren Street (SR 205), Columbia City, Indiana 46725. The City of Columbia City is developing a project to provide corridor improvements to State Road (SR) 205/Van Buren Street in Columbia City, Whitley County, Indiana. The project is located along SR 205 beginning at the existing SR 205 bridge over the Blue River and extending a distance of approximately 0.45 mile to a terminus at the US 30 intersection. The project will include the addition of turn lanes on SR 205 at key access points, adjustment to the vertical alignment of SR 205 to improve sight distance, installation of storm sewers and pedestrian facilities, and inclusion of lighting along SR 205. Additionally, the project will include relocation of one drive entrance and a frontage road for access. The proposed improvements are intended to upgrade the existing SR 205 typical section from a rural highway typical section to an urban thoroughfare typical section. Beginning at the Blue River Bridge and extending east to US 30, SR 205 will have one 12 foot through lane in each direction with 12 foot left turn lanes provided at Morsches Park, Peabody Public Library, Parkview Whitley Hospital, and US 30. Eastbound right turn lanes will be provided at Towerview Drive, Parkview Whitely Hospital, and US 30. The horizontal alignment of SR 205 will closely follow the existing roadway alignment. The vertical alignment will be lowered approximately 3 feet from the Blue River bridge to just east of the Peabody Library Entrance to increase sight distance. From the library entrance to US 30, the vertical alignment will closely match the existing vertical alignment. The existing Morsches Park entrance will be relocated approximately 230 feet to the east in order to align with the existing Towerview Drive intersection. A frontage road will be constructed parallel to SR 205 from the Morsches Park entrance to the east to provide access to properties north of SR 205. Combined concrete curb and gutters, curb inlets, and storm sewer will be constructed throughout the corridor. New 10 foot wide sidewalks will be constructed on the north side of the roadway from the Blue River bridge to the existing SR 205 pedestrian crossing. Sidewalk will also be provided on the south side of SR 205 from the existing pedestrian crossing to the Parkview Whitley Hospital entrance. A sodded buffer strip, typically 5 foot wide, will be installed between the back of curb and sidewalk between the Blue River bridge and the Parkview Whitley Hospital entrance. The existing pedestrian crossing located west of the library entrance will be maintained across SR 205. New decorative lighting as well as landscape elements may be installed along the project corridor. For the entire proposed project, a total of approximately 4.78 acres of new permanent and 4.10 acres of temporary right-of-way will be required. The proposed project is included on the Indiana Department of Transportation Statewide Transportation Improvement Programs Fiscal Years 2012 to 2015. Funding includes $451,855 for preliminary engineering and $3,625,000 for construction from both federal and local funding sources. Construction is estimated to begin in 2014. No structures or sites listed on or eligible to be listed on the National Register of Historic Places are located in the Area of Potential Effect. Reconstruction of the drive entrance to Morsches Park is both a Section 4(f) and a Section 6(f) impact. The drive entrance will not impact any recreational aspects of the park and a de minimis Section 4(f) finding is appropriate for this undertaking. A Section 6(f) evaluation has been completed and compensatory property purchased to offset right-of-way acquisition. This Public Hearing is being held to afford an opportunity for public participation and allow discussion of any views and comments the public may have in relation to the proposed project. Concept plans of the proposed project will be on display for public review. City of Columbia City personnel and design consultants will be available during the meeting to discuss the project.
