COLUMBIA CITY — As belts get tighter and budgets begin to squeak in the wake of a staggering economic downturn several years running, municipalities are feeling the crunch like everyone else.
And, as is the case with Columbia City, the war on terror joins the economy as a reason for some city departments that are stretched to the limit.
