County Highway: Locally, road upkeep a costly endeavor

COLUMBIA CITY — When it comes to budgeting for the multi-faceted functions necessary to operate, the Whitley County Highway Department has the responsibility of micro-managing every cent.
The department has been allocated more than $2 million in budget dollars for 2011.
