Horse owners face neglect charge

The owners of the property in southwest Whitley County from which more than a dozen neglected horses were removed last week were arrested Wednesday and charged with neglect of a vertebrate animal for the second time in six years.
James and Cynthia Mullins will appear in court Monday to face one count each of felony neglect of a vertebrate animal. Thirteen starved horses and ponies were removed from their property on West County Road 200 South on Aug. 4.
In 2004, several malnourished horses were removed from the same property.
