TOUGH DECISIONS AHEAD: Forums to discuss Burnworth Pool’s fate to be held at library

August 17, 2012

COLUMBIA CITY — After an assessment was made on the Burnworth Memorial Pool, Columbia City Mayor Ryan Daniel said there are many tough decisions ahead for the park board concerning this issue, as two upcoming forums will be held to allow members of the public a chance to give their opinions.
“We’re hoping the public forums will give a pretty good feeling for what the community wants, and furthermore, if they want something, how they want to pay for that something,” said Daniel. “That will be a very good and interesting discussion.”
The two forums will be held at the Peabody Public Library Aug. 22 at 7 p.m. and Sept. 8 at 1 p.m.
According to a study recently completed on the pool by HWC Engineering of Indianapolis in conjunction with Spear Corporation, the pool was built in 1960 and renovated in 1991. Due to concerns on the aging and maintenance, the assessment was made to report on the facility’s condition and the cost of necessary repairs.
The study states that the pool and its mechanical systems indicate many minor-to-moderate issues including the following: the pvc membrane (liner) in the pool, which is 10 years old, has reached the end of its life cycle due to visible UV damage with the recommendation to replace it in the next couple of years; the filtration system is at a critical state, as the original filter system was replaced in 1991, and should be replaced in the next couple of years and the pool heater has failed and needs to be replaced to keep the water temperature at a minimum of 70 degrees Fahrenheit.
Other concerns the assessment addressed involved the pool’s automatic fill system, the chemical system, starting blocks, ladders, pool lights and parking.
According to the assessment, the preliminary budget for the pool is approximately $1.1 million, and the cost estimate is based on the improvements to the existing equipment of the pool facility which does not include repairs to the pool structure itself.
The Structural Observation and Assessment completed by Paul A. Brumleve, P.E. with Lynch, Harrison & Brumleve, Inc. concluded minor to moderate structural issues including the following: the possibility of structural repairs and coatings; repairing and repainting in the future and the suggestion of coating the exterior of the masonry with an elastomeric coating/waterproofing product.
It was also assessed in the study that a concrete pool typically has a life cycle of 30 years until replacement is needed.
The Burnworth Memorial Pool is located at 525 North Wayne Street in Columbia City.
