Sheriff Mark Hodges, Emergency Management Director Cathy Broxon-Ball, county highway superintendent Mike Barton and the Whitley County Commissioners have moved Whitley County to a Level 1 snow emergency effective from 9 p.m. Tuesday night until noon Wednesday.
The text of their declaration follows:
Whereas, Whitley County, Indiana has been impacted by or is immediately threatened by a severe winter storm blizzard.
February 1, 2011 21:00 Activate the Snow Emergency Ordinance 2008-01 Level 1, for the next 15 hours.
Now, therefore, we, the Whitley County Board of Commissioners, declare that a state of emergency exists in the county and that we hereby invoke and declare those portions of the Indiana Code which are applicable to the conditions and have caused the issuance of this proclamation, to be in full force and effect in the county for the exercise of all necessary emergency authority for protection of the lives and property of the people of Whitley County, and the restoration of local government with a minimum of interruption.
Reference is hereby made to all appropriate laws, statues, ordinances, and resolutions, and particularly to section 10-14-3-7 of the Indiana code.
All public offices of Whitley County are hereby directed to exercise the utmost diligence in the discharge of duties required of them for the duration of the emergency and in execution of emergency laws, regulations, and directives â€“ state and local.
All citizens are called upon and directed to comply with necessary emergency measures, to cooperate with public officials and disaster services forces in executing emergency operations plans, and to obey and comply with the lawful directions of properly identified officers.
All operating forces will direct their communications and requests for assistance and operations directly to the Whitley County Emergency Operations Center.
A Level 1 Snow emergency states that:
3.1 A Level 1 Snow Emergency may be declared when roads have become snow covered and are drifting shut. When a Level 1 Snow Emergency is declared, (1) the general public should travel only when absolutely necessary, (2) persons having vehicles stranded are required to move them so as not to impede the flow of traffic nor the snow removal operations, and stranded vehicles will be removed at the ownerâ€™s expense, and (3) County agencies will not be directed to close. When a Level 1 Snow Emergency is declared, members of the public will be encouraged to contact their employer concerning policy rather than contacting the Sheriffâ€™s Department, and will be advised to listen to the media for situation upgrades.
