SOUTH WHITLEY — Making sense out of South Whitley’s dollars has been an ongoing mission for town council members and Clerk-Treasurer Bob Gould.
South Whitley Town Council President Tony Starkey has spent several months working in conjunction with Gould, an outside accounting firm and the State of Indiana Board of Accounts to ensure the town comes into compliance with certain regulations.
At Tuesday’s town council meeting, an audit was reviewed that gave specific areas of weakness in the managing and accounting of the town’s money.
The State Board of Accounts conducted an audit that spanned from Jan. 1, 2011 to Dec. 31, 2012. During that time, two clerk-treasurers held the purse strings — Mitchel Winger, from Jan. 1, 2008 to Dec. 31, 2011 and Gould from Jan. 1, 2012 to the present.
Auditors questioned several thousands of dollars paid in penalties and interest for errors, delinquent payroll taxes and sales taxes.
Of those penalties, $1,758.12 occurred during 2011. The state found $884.93 of that total to be owed by Winger, which he personally paid back to the town July 12.
